This is the completionist board: every released species from Bulbasaur at 0001 to the end of the Paldea dex at 1025. At this size a tier list stops being a ranking and becomes a filtering exercise — nobody meaningfully compares species 40 and species 900 head to head. The useful approach is to work generation by generation and let the tiers emerge from many small local comparisons.

   Use the generation filter and complete one generation at a time. Ranking 1025 species in dex order is the most common way people abandon a board halfway.

2. 02

   Set a hard rule for what S tier means before you start — an all-species board fills its top tier far faster than you expect, and there is no way to recover it later without restarting.

   Use the type filters for a second pass. Comparing all Water types against each other catches placements that looked right inside one generation and wrong across the whole dex.
