Nearly every Middle-earth board takes the same shape — the Lord of the Rings trilogy above the Hobbit trilogy — so the useful part of the exercise is the ordering inside each trilogy, not the split between them.
Rank the Lord of the Rings trilogy against itself first; that internal ordering is where boards genuinely differ.
Rank the Hobbit trilogy against itself second, judged as adaptations of a much shorter book.
Only then decide whether any Hobbit film outranks any Lord of the Rings film, and be honest about whether the answer is really no.
